I can back up apparent lack of interest in initial calls. It was clear to me that there was a swarm of people developing; the music and hollering was growing at least to be heard three to five blocks away; there were people milling around in the street, sitting in their cars smoking who knows what; and it was evident there was a serious problem brewing.

The response on the phone was: "Oh, there is a party over there..." and that there someone was being sent over to respond to it. And when I pushed the matter to try to express that this wasn't an ordinary party, but a swarm of people and 50+ cars that was starting to feel like a riot, the response was simply that someone would be there soon, and sounding annoyed that I was not satisfied with the initial response.

I personally didn't appreciate the emotional tone of the response.

After the gunshots, I called again and after I implored that they needed to get someone there now, it was much the same.

In thinking about this now, I wonder how this would be handled differently if it happened again. Would simple complaints about violations of ordinances by a hoard of people get a response, to thwart eruption to gunfire? I have to wonder based on the tone of the person taking calls. Folks don't call 911 unless it's serious - and so the last thing people need to hear on the other end is what sounds like a lack of belief in the seriousness in what is happening.

In thinking about this, ordinances that could help going forward would be things like:

anti-loitering;

anti-disturbance of the peace (noise after 10 p.m.);

curfew for youth unaccompanied by parents.

I do not know if things like this are on the books - but if they are, folks need to start calling and complaining earlier...and if they are not, they need to be put in place. Given the circumstances in the community, it behooves the elected leaders to get things like this in place now before things worsen.

It also seems like it's time to make the very best use of citizen volunteers - who appear to be numerous - getting them into action to prevent things like this from escalating.

Strong proactive behavior on the front end of the complaints leading to this event could have helped. To that end, it behooves the police officers (and elected officials) to look at how many complaints came in about that neighbor in prior months and also earlier in the evening or days leading up to this.

So the lack of response from the PD after calls from the immediate neighbors about an unmanagable party resulted in shots being fired. Another good example why a YES vote on Initiative A is a good thing to do. Simple math in that average salaries = more officers on the street.

I woke up at 12:30am with at least 4 shots a girl screaming "what did you do..." along with a frenzied exodus of teenagers that looked like masses leaving a Raider game. How do we communicate the the "renters" that this is not acceptable in the Vista?

By the way. This is perfect evidence why a YES vote on Inititiave A is so important. We continue to pay our police more and more and get less of them on the street. We call and they ignore us. Why should we continue to pay more for services that we don't get. Get salaries under control and hire more.

I urge everyone to call the Superintendant and get all special events at the high school cancelled. I for one don't want hundreds of cars, screaming, multiple gun shots in the middle of the night after an event at the high school. We shouldn't have to put up with this crap in our neighborhood.

Sergeant Clark, in an earlier post on of our neighbors stated about a situation in the 7-11 on Tennesee Street where teenage boys were shoplifting. In that particular case what should we do to protect ourselves, but also not ignore the crime being committed. These kids feel a great deal of power by intimidating us by the activities described in the 7-11, but also by sitting in our front yards, and generally being disrespectful while passing thru our neighborhood on the way from or to school.

In regard to the posting about the front door being left open.... Could you let everyone know what street it was on so we can keep an eye out. You don't have to give the exact address..thats not good to do... just what block it is on.

Since our neighborhood is kind of dark we should leave any outside lights on at night, that may help detract some of the criminal element

In response to yesterday's email, I too was awaken by the sound of a horn alarm blowing around 4:20 am. And yesterday, when I came home from work, I found my neighbor's front door wide open. There was an interior light on but no car in the driveway. At the door I called out to ask if anyone was home. I was afraid to go in. There was no answer. I called other neighbors on my street to ask if they had seen anyone at the house earlier in the day with the thought that someone forgot to close their door. No one saw anyone. After making other attempts to call neighbors and not getting any responses, I resorted to calling the police who came and searched the house. While waiting for the police, several people with dogs walked by as well as students. The street has poor lighting and the cars that passed by me could not see me standing in the street (since there are no sidewalks on our block) until they were almost upon me. After the police arrived, they reported to me and others that they found a broken window that did not lead to the interior space, and that the interior doors were secure. They also secured the main door to the house before they left. Neighbors who were with me when the police arrived, indicated that the house is not occupied but had a phone number to reach the former occupants since lots of their personal belongings were still at the house. Having had my home broken into recently, it was a bit unnerving to see something like this so close by. Let's all keep vigilant with our neighborhood watch!
